Case for Endorsement

As you may be aware, there were a total of 78 units of competency that were undertaken as part of the review of the Aboriginal and Torres Strait Islander Health Worker training package.

Throughout the review, we acknowledge the concerns around uplifting the HLT40213 Certificate IV in Aboriginal and/or Torres Strait Islander Primary Health Care Practice, to be superseded by the HLT50121 Diploma of Aboriginal and/or Torres Strait Islander Primary Health Care Practice. NAATSIHWP is in full support of the proposal and are not inclined in making qualifications difficult to achieve and support the following evidence of assessments and registration clarification that were undertaken, these include:

• An independent assessment of the Language, Literacy and Numeracy (LLN) requirements of the core units of the current HLT40213 Certificate IV in Aboriginal and/or Torres Strait Islander Primary Health Care Practice and proposed HLT50121 Diploma of Aboriginal and/or Torres Strait Islander Primary Health Care Practice. This assessment confirmed that LLN requirements of the proposed HLT50121 Diploma of Aboriginal and/or Torres Strait Islander Primary Health Care Practice qualification were not more onerous than the current HLT40213 Certificate IV in Aboriginal and/or Torres Strait Islander Primary Health Care Practice (Read more on page 132 - Case for Enforcement).

• An independent assessment of the alignment of the HLT50121 Diploma of Aboriginal and/or Torres Strait Islander Primary Health Care Practice with the Australian Qualifications Framework (AQF) was conducted, which confirmed that the qualification aligns to AQF 5 level, that being a Diploma (Read more page164 – Case for Endorsement).

• NAATSIHWP sort clarity around registration requirements to change qualification or to do any additional training to maintain your registration. Also if registration lapses will it be a requirement to complete the proposed diploma to re-register and will there be an increase in registration costs. Please read NAATSIHWP’s Fact sheet on page 130 of the Case for Endorsement which provides answers concerns raised by members and organisations with no additional requirements of proposed HLT50121 Diploma of Aboriginal and/or Torres Strait Islander Primary Health Care Practice
